  • 5 cloves garlic, smashed and skins removed
  • 3 TBSP avocado oil, divided
  • freshly ground black pepper, to taste
  • 3 large onions, cut into 1/2-inch-thick slices
  • 2 bulbs fennel, tops removed, cored, cut into wedge
